'Basel III' bank rules could pose unexpected threat to Biden's green energy plans

WASHINGTON, D.C. - On a rooftop overlooking Gallaudet University in Washington, D.C., Julian Torres stands next to row after row of solar panels his company, Scale Microgrids, helped install as part of a larger system of renewable energy that has saved the college about $1 million per year in utility costs. Torres, the company's chief investment officer, is among many people and institutions worried that such projects will be nearly impossible in the coming years due to a planned change in banking regulations. The plan, part of an international agreement widely known as "Basel III endgame," is meant to prevent a global financial crisis by increasing the amount of capital that banks must hold for certain investments to cushion them against potential losses. Torres said the proposed rule "potentially makes projects unfinancea

House committee unanimously supports forcing TikTok divestiture

A bipartisan panel of lawmakers unanimously approved a controversial bill on Thursday that could lead to TikTok being blocked in the U.S. if it doesn't break with Chinese parent ByteDance. If the bill becomes law, TikTok would have a little less than six months to divest from ByteDance, or be banned from apps and webhosting sites in the U.S. Lawmakers on the Energy and Commerce Committee, which greenlit the bill Thursday afternoon after months of negotiations, said the intent was not to get rid of TikTok, but to prevent a Chinese company from having access to large troves of American da

Senators demand Mark Zuckerberg produce details on Instagram's 'warning screens' that allowed users to see potential child sex abuse material

WASHINGTON — The Democratic chairman of the Senate Judiciary Committee and one of its most senior Republicans escalated their demands Monday for information from Meta CEO Mark Zuckerberg about Instagram's now-shuttered "warning screens" for child sexual abuse material, according to a letter first obtained by CNBC. Sen. Dick Durbin, of Illinois, the committee's chairman, and Republican Sen. Ted Cruz, of Texas, gave Zuckerberg 11 days to produce a trove of records and responses related to a still-murky chapter in Instagram's history, and instructed the Facebook founder to preserve any records related to how the Meta platforms' algorithms handled child sexual abuse material. The letter from Durbin and Cruz follows a contentious and emotional Judiciary Committee hearing in January about social media and child sexual abuse material. There, Zuckerberg was repeatedly pushed into the spotlight by Republicans and Democrats alike.

Bipartisan tax bill clears key congressional hurdle, teeing up potential House vote

WASHINGTON — A $78 billion tax package with major benefits for companies took a significant step towards becoming law on Friday, when a key House panel overwhelmingly approved the bill by a vote of 40-3. The strong bipartisan showing in the House Ways and Means Committee adds more momentum to the proposed changes, which include allowing the immediate expensing of research and development costs, allowing machines, equipment, and vehicles to be fully and immediately expensed and increased flexibility for businesses through interest deductions.  The package also includes tax credits to incentivize the building of affordable rental units, disaster relief for
